This policy outlines our commitments regarding shipping, transit times, risk mitigation, and delivery obligations for all online orders placed within the Republic of South Africa.1. Delivery Rates and Thresholds

- Standard Delivery: A flat rate of R 99.00 applies to all major metropolitan areas.
- Outlying / Regional Areas: Deliveries to remote locations outside traditional hubs may incur a surcharge of R 150.00.
- Free Delivery Tier: All orders exceeding a total retail value of R 1000.00 qualify for free standard delivery nationwide.
2. Timelines and Execution (ECTA Section 46)
In accordance with Section 46 of the Electronic Communications and Transactions Act (ECTA):
- Default Period: We must execute and deliver your order within 30 days of receiving your payment, unless an alternate custom timeframe is explicitly specified and agreed upon during checkout.
- Failure to Deliver: If we fail to deliver the goods within this statutory 30-day window (or the timeline specified on the purchase screens), you maintain the legal right to cancel the order with immediate effect.
- Refund Obligation: Upon cancellation due to late delivery parameter breaches, we will issue a full refund to your original payment method within 30 days of receiving your cancellation notice.
3. Risk and Ownership (CPA Section 19)
In compliance with Section 19 of the Consumer Protection Act (CPA), the risk of loss, damage, or destruction of the goods remains entirely with BillingZ until the items are physically delivered to you.
- Delivery Confirmation: Delivery is legally complete when the package is handed over to you, your designated representative, or left securely at the exact physical address provided.
- Inspection Upon Receipt: You are entitled to a reasonable opportunity to examine the goods upon delivery to ensure they match the description and quality expected.
- Transit Damage: If a package arrives visibly damaged or tampered with, please note this explicitly on the courier’s waybill and contact our customer compliance team within 24 hours.
4. Delivery Address and Failed Attempts
To ensure quick delivery turnarounds, our delivery infrastructure follows these strict parameters:
- Physical Addresses Only: We deliver exclusively via door-to-door courier services. We cannot fulfill shipments to P.O. Box addresses or private post boxes.
- Failed Deliveries: Our courier partners will attempt physical delivery up to two (2) times during standard business hours (08:00 to 17:00, Monday to Friday).
- Storage and Return: If delivery fails repeatedly due to customer absence, refusal, or invalid address configurations, the package will be returned to our warehouse. We reserve the right to bill you for the direct administrative costs of re-shipping the order.
Operational Logistics Advisory
Pre-Orders: For specific catalog listings that utilize advanced allocation or waitlists exceeding 30 days, clear custom shipping dates must be acknowledged by the user at checkout to meet ECTA exceptions.
Upfront Fee Disclosures: Under CPA metrics, all transport markups or location surcharges must be itemized before finalizing payments. Unexpected delivery fees appended late violate fair transaction rights.
Verification Burden: To secure transactions and satisfy CPA claim resolutions, all high-value shipments rely on cryptographic tracking (such as an OTP verification or digital signature logs) to validate delivery tracking.
