South Africa's adoption of ICT
The relevance of ICT was highlighted in 1995, and Nelson Mandela and Thabo Mbeki, the president and vice president at the time, respectively, were at the forefront of advancing the idea of ICT in South Africa. They placed a strong emphasis on the connections between the information society and South Africa's macro socio-economic policy, with a special emphasis on the value of democracy, integration, cultural reconstruction, economic competitiveness, closing the digital divide, and development.
The South African Telecommunications Regulatory Authority (SATRA) and the Universal Service Agency (USA, later renamed as USAASA) were established in 1996 [1] to govern telecommunications and reap the benefits of ICT. Using funding from the Universal Service Fund, USAASA sought to advance accessible and universal telecommunications services throughout South Africa (USF). Telecommunications Act was also established in 1996 with the goal of enhancing telecommunications access throughout South Africa.
By introducing a telecentre implementation plan, USAASA was able to provide education, conduct electronic training, and raise public awareness of the value of ICT literacy. This plan helped to promote greater access to telecommunication facilities in schools and hospitals, especially those in less privileged communities in South Africa.
