The presidents of Tanzania and Uganda paid separate state visits to South Africa this week and a week ago, respectively. This wasn't a coincidence. We are working to revive our ties with East Africa, according to a South African official who asked to remain anonymous. They've been ignored for far too long. Museveni's most recent state visit to South Africa took place 11 years ago. Jakaya Kikwete, the country's former president, last visited Tanzania in 2011. The lack of high-level engagement since then is possibly due to his late successor John Magufuli's more autarkic tendencies. Cyril Ramaphosa, the president of South Africa, did visit Dodoma in 2019.

State visits have occurred more frequently between South Africa and Kenya. In November 2021, the former president Uhuru Kenyatta visited Pretoria. A year later, Ramaphosa reciprocated by traveling to meet the newly elected President William Ruto. The "neglect" has been very expensive given the economic importance of South Africa and the East African region. Ramaphosa and Museveni devised a framework to address the declining South African business presence in Uganda in a joint statement following their meeting. Unnamed business sources told ISS Today that during the past three years, almost half of the roughly 70 South African companies in Uganda have departed. The main causes seem to be Museveni's implementation of regulations to safeguard Ugandan companies, such as those requiring local content.

Given the importance of South Africa and East Africa economically, the "neglect" in relations has been expensive.
